Add some tests for tagged commands

Some tests should be added for commands with poller and reactionner tags

Having these tests would have caught broken code when running a poller as passive. Passive code in the Scheduler is broken in Shinken (and I expect in Alignak too) when dealing with poller tags and module.types. An issue will be raised shortly with a gist or pull request to fix the issue for poller tags.

I added some tests in Alignak for passive pollers but did not yet tested with poller tag. Thanks for reporting this problem!
