Service / host dependency checks do not care about execution_failure_criteria

As of now, the host/service dependency checks do not care about the execution_failure_criteria. See the check_and_set_unreachability function ... it cares only about DOWN or CRITICAL

@ddurieux : this may explain some of the strange behaviors we noticed recently about poudriere or the very old launched checks ... I suppose so
