Send CTF size report for QC monitoring

Send a message from the CTF writer which can be sampled by a QC task to plot the CTF size per detector and trend it. The sending could also be made optional, but I believe that when running online we usually want to have the monitoring always enabled. PR to QC is in preparation.

Thx, looks good, perhaps you can do the same for zhe Framework/ExternalFairMQDeviveProxy, to get the stats also for raw data size?

Changes to the raw proxy will come later in a separate PR. I don't yet fully manage. @shahor02 is it fine for you to merge this?
