Clean up debug code

There is lots of code currently marked with _DEBUG tag in the comment that I put in solely to test the Killing regularizer in the ITMSceneMotionTracker_CPU and related classes. This extra code + comments should be removed, along with the extra OpenMP flags that were required for it.
