StairCase Search in 2D Arrays

The problem is to search for a key in a row and column sorted matrix. Since, the optimized solution searches for a key whose search path resembles a staircase, it is also known as StairCase search. I am a part of GSSoC'21, so I would like to implement this in CPP.
