#562 Missing some symbols in kernel32.def (lib32/lib64)

Hello. I found that the following symbols are present in synchapi.h header but not in kernel32.def and libkernel32.a:

InitializeSynchronizationBarrier DeleteSynchronizationBarrier EnterSynchronizationBarrier

If this was meant to fix a mingw-w64 bug you might get better luck by reporting it to their mailing list :)
