Light touchpad taps on tray icons open broken menu

If you (two-finger) tap on a tray icon using a touchpad (such as on a laptop) without fully clicking, the tray icon's menu opens but sometimes* the buttons within it are not clickable (and don't recognise hover, either). If I tap hard enough to actually click with the touchpad the menu opens normally and buttons within it work as expected. Taps & clicks should behave the same here- at the very least this broken behaviour shouldn't occur.

*It's seemingly random, and this applies for all apps

I'm light-tapping with two fingers every time here, except for the very last where I click with two fingers and it suddenly works.
