river/tags module needs a minimum-height of 32 to run

If you use the module river/tags the same as sway/workspaces, waybar wants a minimum height of 32. '32 required by the modules' (by one module: river/tags)

If you use the module sway/workspaces instead the bug does not occur.

Note that this happens with hyprland/workspaces as well.
