Option to configure how long it takes before tooltips show up

I recently started using the tooltip setting for a custom module, but the tooltip takes so long to show up (3 seconds?) that it's almost not useful.

I was unable to find a setting that controls this. Would this be a lot of effort to add? I would prefer to set this to something like 0.5s or 1s.
