Exclusive not working as expected

Description

I'm using sway and trying to use one of my waybars (at the bottom) with layer: bottom and exclusive: false. Maybe I'm just not understanding the functionality in the way it's intended to work, but I would expect an open window to overlap/cover the bottom bar. Instead it's the same as before. If I use mode overlay I get basically what I want, only I want the bar to be in the bottom layer.

Actual behavior

waybar behaves as usual, basically not any different than without these options
