Failed building wheel for pyarrow

This issue often happens when a user is using Python 3.12. Currently, JARVIS only supports Python 3.8 to 3.11 because I am using an old version of Taipy. You can fix this by using Python 3.8 to 3.11

I should fix this by updating Taipy to 3.1.0 in the requirements
