[BUG] Performance issue with explorer.exe if it's excluded

Leaving SmartSystemMenu active on the system would make File Explorer really slow and barely usable. Closing it will restore Explorer.exe performance

Hi, @Marocco2 and @MrJako2001 Could you check please if SmartSystemMenuHook(64).dll library is loaded to Explorer.exe process when it is excluded via Process Explorer or Process Hacker.
