[Bug]: Config file edits don't always work, with some changes outright not doing anything. (1.19.2.)

What happened?

So like the title suggests, the issue is with the config file. I've tempered with the flight speeds of dragons, amphitheres, and hippogryphs, lowering them from their original values, to values like 0.6, 0.5, 0.4, and 0.3. None of these seem to change anything, even with freshly spawned in mobs in a testing world, and the mobs continue displaying their original flight speeds.

An interesting thing about dragons, however, is that when you edit their flight speed, their walking speed is actually the one to drastically decrease while riding one, but when set to escort, their walking speed is back to their default value.

What's more is that this also seems to be somehow involve health changes, since some spawned mobs, like amphitheres, will sometimes have the changed value health, while sometimes have their original values, causing inconsistencies.

For those that wonder why I'm even lowering their flight speeds: It's because my system can not keep up with the flight speeds, and therefore chunk generation speed because of it, causing many issues, including, but not limited to; freezing, fps drops, the server running behind on ticks, and more. Currently, only the hippogryph seems to be managaeble in terms of travel, as its default speed is not crazy fast. However, this does mean that neither dragons nor amphitheres can be used to explore in my case, which is a bummer!
