Lightning dragons breathing not very often [ICE AND FIRE VERSION 2.1.6]

Describe the bug The description of lightning dragon says it is much more powerful because of its breath attach, but in all my fighting, I don't see lightning dragons utilize their breath any more than ice or fire dragons.

Lightning dragon's AI to pick the breath attack more often than normal dragons, this will decimate players or any mobs.

To Reproduce Steps to reproduce the behavior:

  1. Fight lightning dragon
  2. Observe that the breath is not used very often at all.

Expected behavior Lightning's breath attack will be deploy much often, more than other dragons, making them much more dangerous and powerful.
