phantasmal blade should go through walls when not from range

The phantasmal blade only goes through walls if you are throwing it at a block outside of your selectable range. If you are in range to hitt he block it does not go through walls. I don't know if this is intended or not, but please fix this.

This is in 1.20.1 in ice and fire 2.1.13 with citadel 2.5.4
