Qol/Difficulty enhancements

Just some small tweaks I think could add a bit more depth to customization/difficulty within the mod

• Add more in-depth dragon steel stat adjustments in the config. It would be nice to allow players to tweak these tools to fit their desire regarding power.

• Have it so larger dragons(T3 and up) cannot be chained down/will break chains after a period of time. This is a personal flavor choice but it feels really cheesy how dragons can be chained and then farmed for dragon steel with very little difficulty.
