Amber Monoliths not working properly when placed by player

Hello, please forgive me if I made any mistakes, i'm creating this issue based on the information provided by the cave compendium and alexcaves wiki.

I crafted an amber monolith that is said to "repopulate the area with animals" or "spawn new mobs".

I first thought it would spawn dinosaurs but ive read thats not how it works, anyway:

I crafted one in my modpack on 1.20.1 and not a single entity seems to have spawned except agressive mobs at night.

Is there a config for this or is it possible that this is an incompatibility with other mods?
