placing a volcano with commands doesn't work

I have this issue since the first explosion update release ( 1.1.0, which is still the one i'm playing with, so my issue might be outdated), and i simply wanted to place a volcano. however, every time i try to do so with, commands, this happens :

And for some reason, I can't go close to the volcano as it seems to block me in a way similar to the "stuck in block" glitch you'd experience on Hypixel, at least in creative mode, so I have to switch to spectator mode to see it closer.
