Horizontal scrollbar is shown only when vertically scrolled to the bottom of page

When the table is too large (like when it contains too many columns), a horizontal bar appears. But instead of being tied to the bottom of the window, it's at the bottom of the table page, making it inconvenient to scroll horizontally (I have to scroll to the bottom of the table to use the horizontal scrollbar).
