Issue with Audio Overlay and Window Preview on Thorium Browser

While using the Thorium browser with the --mute-audio flag enabled, I encountered an issue involving the Windows audio control overlay. Here are the detailed steps to reproduce:

Open a livestream or any media tab in the Thorium browser.
Minimize the Thorium browser.
Start playing music through Spotify (the only active audio source).
Press the FN + F7 or FN + F8 keys (Windows volume controls) to adjust the system volume.

Expected Behavior: The Windows audio overlay should display Spotify, as it is the only active audio source.

Observed Behavior: The Windows overlay instead shows Thorium and one of its tabs (despite the browser being muted and having the --mute-audio flag). Other open browsers, such as Firefox or Chrome, are not displayed in the overlay.

System Details:

Thorium version: [Insert your version]

Spotify application: Desktop app
Other browsers: Firefox, Chrome

Additional Information: The system volume adjusts correctly, and Spotify continues to play music without issues. However, the visual overlay incorrectly prioritizes Thorium over the actual active audio source.

This issue may be related to how Thorium interacts with Windows audio APIs or how it signals media activity, even when muted.
