universal (arm + arm64) builds for webview

Is your feature request related to a problem? Please describe. i installed the arm64 webview variant due to which some of my apps that are of arm architecture show missing webview

Describe the solution you'd like, including relevant patches or source publish a universal release for webview so that it is universally compatible
