It may be, if a plugin does not check that an event is cancelled before handle the message, its an issue.
Send full both server logs please with you/someone that executes a party message with chat (/party chat on).

I already added all of them into my to do list ;) I will just keep this issue open as reminder.
It is planned for the upcoming major release, in the meanwhile you can use a "patched" version available on my website.

Related to this issue https://github.com/PaperMC/Paper/issues/10713 Unfortunately they marked that as **not-planned**. I didn't know about the `paperweight-mappings-namespace`, we will probably look at that too once the v2 is nearly completed.
