New Race Mode Needed for LiveTime

For full LiveTime compatibility, a call to Chorus to get the time must be on the same clock as time reported for lap crossings. This would require a new Race mode.

Requested addition:

3 = Race mode 3: lap times are relative to the time value in milliseconds from Arduino startup, in sync with the time send when making the 'r' call
