This work should now be mostly wrapped up, cleaned and optimized for as far as I can manage naively. Next up to finish this will be to make it fit back into the CI properly (some integration stuff fails because proving keys have changed and they will no longer deserialize properly), but since there is ongoing work on the parameter infrastructure, I'll leave this PR to be revisited when appropriate.
