[Feature] Update PoSW to use the same Marlin universal parameters as DPC

Update PoSW to use the same Marlin universal parameters as DPC.

In testnet1, as PoSW was the only Marlin circuit, it was fine to specialize.

Given testnet2 is Marlin based, we should be using a common URS.
