Reintroduce batch certificates to the `PrimaryPing`

Motivation

This PR reverts some of the changes in https://github.com/AleoHQ/snarkOS/pull/3082, and reintroduces the batch certificates in the primary ping.

We may want to consider reducing the BlockLocators range to reduce network load. It is currently 100 block_hashes + block_height / 10_000 additional block hashes being sent. Which could be quite large as the chain grows.
