Add flagged operations opcodes to enable conditional code. This is an updated version of the previous ARC-0004 that was deleted. We now also have a small proof-of-concept implementation for both snarkVM and Leo. Discussion: https://github.com/ProvableHQ/ARCs/discussions/89
