[Feature] add fee feedback when record balance is insufficient

Calculate a fee estimate with error Credits record balance is insufficient to pay the fee.

Motivation

As a beginner this error message is not very helpful. It is likely the case the user is willing to pay the fee but doesn't know what amount to use or how to figure that out.

Implementation

My guess is invoke estimateFee and give that response to the user.
