Add setup ceremony encryption and decryption tools

Adds the encrypt_text and decrypt_text binaries to the setup1-cli-tools, allowing setup ceremony addresses and keys to be used for encryption and decryption.

Encrypt and Decrypt Guide

Encrypt text:

cargo run --bin encrypt_text -- --address aleo1ekhu99p7m6e8slh5tpjay28vv3jklmxhtrmphg43t7hvva7hyqgqtkq846 --plaintext "foo"

Decrypt text (using keys.json):
