Default Audio Selection Not Working

I have a dual audio videos, and selected j jap jpn japan japanese as deafault. Yet it always stayts on english audio. This exact feature seems to work in MPC (non BE)

I have done countless restarts and compilations to get this to work. audio file is labled japanese (jpn) https://i.imgur.com/qAZMIJF.png
