Dota 2 Master.exe freezes when run

When i run the Dota 2 Master.exe file all it did is created 3 folders: Library, Generated MOD and External Files and showed the "Extracting Library Files" message on the top left of the screen. Then it freezed forever. I waited for 30 mins, tried re-opening the .exe multiple times, and used all 3 versions of the file with no result so far. Task Manager showed no resource usage as well.

I'm running Windows 10 21H2 with all the latest updates installed. My Dota2 folder is in D:\ drive not C:. Could that be the source of my problem?

Im having the same problem. In my case it create a background process take power usage very high
