Sprints should optionally generate automatically, on a cycle

The Sprints administration panel should allow specifying a sprint cycle and whether they should generate automatically. If enabled, new sprints should be generated ahead of time (at least one sprint ahead), to avoid having to manually create new sprints (and potentially making a mistake in the process).
