Clients With Too Many Permissions

Can there be a new user privilege or setting where I can have a client who can only add/edit their own comments and file bugs, but not have the power to add projects and tasks?

Typical roles for a developer agency would be:

• Client -- can see projects assigned to them and add comments on them, edit their own comments, and file bugs.
• Developer Partner (like offshore assistance, etc.) -- can see projects assigned to them. Typically these are clones of the ones used with the client because you wouldn't want the agency employee and developer partner interaction (which can be rowdy) to be seen by the client. They almost have full power except the power to create or delete projects.
• Agency Employee -- full power, almost super admin.
• Super Admin -- used by the main guy who setup the portal in the first place.
