How do I run it on windows. The commands are use in Linux. Thank-you very much

It will not run on Windows. It probably never will, since Windows doesn't support most of the functionality it needs to run.

Can I run it use cygwin??

That might be possible. I'm not sure how to do it though, it would be tricky to get Java and screen to work with the web server, but it might work.
