NPC movement in cutscenes/specific events

What is missing? If it involves multiple things, please describe them all

First seen in the Knight cutscene, but it might be in other cutscenes as well. Rovey has no fighting AI and simply runs towards the player. Allon appears in the cutscene but does not approach the player/Rovey.
