iobroker plugin: Use @iobroker/adapter-dev for translations if installed

Currently the iobroker plugin translates on its own. If the adapter is already using @iobroker/adapter-dev we should fall back to using its translation method for io-package.json news. @UncleSamSwiss might have an idea on how to best use it?
