[Help] Trying to load the randomizer with Luma isn't working

I've looked up every possible resource to try to help me with this but I can't figure out how to get the randomizer romfs files to work. I'm trying to do it so I can do a cagelocke with my friend and use the online functionality, but u cant do it without an update. Got the update to load up, got the romfs files, load them in Citra to make sure they work and they do. Go to try to use them on my 3ds and nothing is randomized. Can someone please help me figure this out?

I just tried it without using the update to make it and even that doesn't work in Luma... WHY HAS NO ONE TRIED TO HELP YET!!!
