Describe the bug Not able to customize the 2nd starters in Pokemon X and Y

To Reproduce

  • Loading Pokemon X or Pokemon Y
  • Set Starter to Custom
  • You can now choose 3 but not the other 3
  • In the text document they will be shown as randomized

Expected behavior The option to choose the 2nd starter pair should be added

System (please complete the following information):

  • Operating System: Windows
  • Java Version: 8 Update 271 (64bit)
  • Randomizer Version: 4.6.0
