Config to disable Inscrutable Eye does not work

• Forge: 40.1.73

Description of a Bug:

Disabling the Inscrutable Eye in the config file does not stop it from generating in the first loot chest you open

How to Reproduce:

1. Disable the Inscrutable Eye in the config file
2. Create a new world
3. Open a loot chest (e.g. Bonus Chest)
4. Behold!
