WebRTC compatibility info in API

Is your feature request related to a problem? Please describe. For our use, OME takes in streams with arbitrary OBS settings from our streamers. This leads to some users using b-frames (the OBS defaults use them, of course). This prevents smooth playback with WebRTC

Describe the solution you'd like To prompt users to change their settings, I would suggest the B frame detection used for logging currently is added to the API, such that we can periodically query a user's stream to see if they have B frames in their stream and alert them if they're found.

Anything else that would prevent WebRTC from playing smoothly would also be useful, but I'm not sure there is anything.
