Add little github icon / links to chains that have known issues

Just an idea.

For some chains we are reporting inaccurate numbers and some chains regularly fail to keep up with block production. For each of these put a little github icon next to them that links to an associated issue for that chain.

Solana, arbitrum, optimism, stellar, and icp all have issues right now.
