Figure out why solana RPC regularly reports not knowing about recent blocks

Our logs are filled with errors from solana RPC saying blocks aren't available immediately after it tells us the most recent block. With retries the sync usually succeeds, but we're making a lot of useless requests.

Maybe we are not using an appropriate commitment level for the requests.

It happens on other chains too. It's probably just that the rpc is load balancing between multiple nodes that aren't agreeing on the current block.
