Add devcontainer support for easier development setup

This PR adds a devcontainer configuration to streamline the development environment setup for Aider.

It allows contributors to quickly get started with a consistent and pre-configured development environment using Visual Studio Code or GitHub Codespaces.

If devcontainers have been intentionally excluded from the project, please feel free to reject this PR.
