Implant Autosurgeon becomes used up upon removing implant

If you try to remove implant from standart version of implant autosurgeon (From CMO's locker as example) they'll happen to be used up even without using them. I understand that it can be argued with "Its because they are only use for NT Cyberlink 2.0/Medical HUD implant", but why cant i then put it back and use it?
