"Nice" Environment's Center lights ID 9 won't light up when given an event

Describe the bug "Nice" Environment's Center lights ID 9 won't light up when given an event, tested on 1.40.3 PCVR however I have seen this issue also appear in 1.37 quest

To Reproduce Steps to reproduce the behavior:

1. create a map in the nice environment
2. add a light event to center lights ID 9
3. test the map IN GAME (it will look fine in chromapper & arcviewer)

Expected behavior the runway light on the left should light up

Proof & comparison to Arcviewer (note that this is using a WIP lightshow)
