An API of Modal fadeInScaleUpTransition to setup the transition time

希望加上动画时间，或者支持关闭动画。因为在动画过程中，modal的宽高在不停地变化，导致这段时间里内部的组件获取高宽的时候会与最终modal的宽高不一致。

config.ini 中的版本号修改为当前版本号就行。
