[ECP-9152] Update workflows to run Adobe Commerce 2.4.7

Description

This PR introduces couple of improvements on test workflows.

  • Magento version has been upgraded to 2.4.7.
  • Elasticseach has been replaces with OpenSearch.
  • Version matrix for PHP 8.2 and PHP 8.3 added to E2E and API functional test workflows.
