[ECP-9096] Wrong order status after offline refunding on orders paid with card

Describe the bug When order is placed using credit card and order refunded using offline refunding, order status is set to pending_payment instead of closed

To Reproduce Steps to reproduce the behavior:

1. Place an order using credit card payment method
2. Create an invoice for placed order with Capture Offline option for the amount
3. Go to Credit Memo and submit Refund Offline

Expected behavior Order has status closed

Actual behavior Order status is pending_payment
