[ECP-9099] Refunded order - payment_review state

Describe the bug

Sometimes (maybe 1 or 2% of the time), when we refund online an order with adyen, the order stays with state = payment_review. The status is correct (closed).

So when some admin comes and add a comment, it also change the order status with the default status for payment_review state, leaving the order in an incorrect state / status.

I don't know how to reproduce.

It first happened today, we upgraded to 9.2.0 (from v8) two days ago.

Magento version 2.4.6-p4

Plugin version 9.2.0
