[PW-8361] An option to move shipping tax to shipping cost

The Klarna invoice shows the position “additional costs” which is quite confusing for customers. Here is an example:

As you can see, this is caused by separating the shipping cost for the prices with and without tax. The Klarna interprets the shipping tax as “additional costs”.

In order to improve user experience, we would like to have an option (maybe some sort of checkbox in the config?) that upon selecting, would add the value of shipping tax to regular shipping cost, and then prevent sending the shipping tax value further.
